In 1999, the Texas Legislature passed Senate Bill 7 and electric utilities in the Electric Reliability Council of Texas (ERCOT) began the transition from operating as regulated, fully integrated electric utilities to a new competitive environment.
The Public Utility Commission of Texas (PUCT) has approved a Code of Conduct for Electric Utilities and their Affiliates. These rules govern how regulated energy delivery companies operating in Texas should interact with their competitive affiliates in order to create and maintain an open and fair competitive market and to ensure that regulated utilities do not favor their own competitive affiliates over other market participants.
