Efficiency yields great savings—especially when it comes to the way we use energy. By tracking the power factor (PF), Oncor can measure how efficiently electricity is being used. A higher PF benefits customers and utility companies because it reduces system losses related to the delivery of power and requires less system capacity to serve the same amount of load. In contrast, a lower PF increases current flow on the distribution system. A lower PF not only requires installation of additional facilities to serve the same amount of load, it creates an undesirable drop in voltage and increases system losses.
A tariff provision (5.5.5 power factor) allows for adjustments to billing demand if the PF is less than 95 percent. The PF adjusted rate is calculated by using the average PF occurring during the 15-minute peak kW interval of the monthly billing cycle. Billing adjustments occur after factoring in ratchets, transformer losses, etc.
All things being equal for customers affected by the power factor adjustment, a higher PF results in lower electric bills. The PF adjustment encourages customers to maintain a higher PF—which enhances Oncor's system capacity while also helping consumers reduce their electric bills.
The Discretionary Service Agreement is used to request the installation of special metering equipment. Installation and equipment costs are commensurate with the discretionary service charges set forth in Oncor’s Tariff for Retail Electric Delivery Service, as approved by the Public Utility Commission of Texas. The Pulse Agreement is used to request installation of equipment required to provide energy pulses from Oncor’s meter to a load management system (operated by the end-use customer or appointed agent).
