City Matching Grant Program

General Program Overview

The City Matching Grant Program is designed to help cities reduce their energy spending by providing matching grant dollars for the implementation of energy efficiency projects.

Matching grant funding of up to $50,000 per project (or no more than 50 percent of project cost, whichever is less) can be used to pay for equipment, materials, and labor provided by non-government personnel. Program staff is available to guide you through each step of the grant process, from identifying qualifying projects and completing the Application, to verifying your energy savings.

Grant Applications will be judged on a number of criteria, including financial need, speed with which the project will be completed, amount of energy that will be saved, cost-effectiveness and the technologies that will be used. Please see the Program Brochure for more information.

Program Guidelines and Eligibility Requirements

City Building
  • All city facilities located in Oncor's service area and served by an Oncor electric meter are eligible to apply.
  • Applicants must certify that matching grant funding for the project has been approved.
  • Projects must be completed within 12 months from the date of grant approval.

Qualifying Measures

The Program will consider a variety of energy efficiency programs for grants. Examples of eligible projects include:

  • Lighting: Replacing inefficient T12 fluorescent fixtures.
  • Motors: Replacing standard efficiency motors with premium efficiency motors, including variable frequency drive on the motor.
  • HVAC: Replacing HVAC units with higher efficiency equipment.
  • Window Film: Installing energy-saving window film.
  • Roofing: Installing "cool roof" technology that reflects the sun's rays, reducing HVAC load.

How to Participate

Step 1. Before applying, please review the Implementation Steps and Processes document, which outlines each step of the Program and the support available from Program staff.

Step 2. Complete the Application and submit to Oncor. You must also include signed bid specifications and/or a signed contractor quote for your project, as well as an audit report (if applicable). A Program representative is available to help calculate kW and kWh savings using the Project Savings Form(s) or determine the appropriate measurement and verification (M&V) approach.

Step 3. The Grant Review Committee will meet on a regular basis to review applications. Oncor will notify you of grant approval or rejection. If approved, a Program representative will contact you to discuss all pre- and post-project requirements, such as M&V, inspections, and invoices.
